Older workers key to Japan’s workforce

The number of elderly people – aged 65 or older – holding jobs reached a record high of 8.07 million in 2017, according to the Internal Affairs and Communications Ministry.

The nation’s labor shortage has become increasingly serious. The working-age population, aged 15 to 64, has fallen below 60 percent of the entire population. Therefore, the value of elderly people at work has increased.

Some people want to continue working in some way even after they retire. The government is set to begin discussions on raising the age until which such workers must be allowed to continue to work from 65 to 70.

Some companies are keeping ahead of the move by hiring workers aged up to 70. In April last year, Taiyo Life Insurance Co., based in Tokyo, changed its mandatory retirement age from 60 to 65 and, made it possible for employees to work as contract workers until they turn 70 if they wish. Yohikatsu Yamaguchi, the first person to benefit from this new system at the life insurer, was promoted to be an information technogy section chief, a higher position than he had previously held. He continues to instruct younger people. “I want to work until 70 if I’m physically capable,” Yamaguchi, 61, said.

A Health, Labor and Welfare Ministry survey found that only 17 percent of companies had set a mandatory retirement age at older than 65 as of 2017. In most cases, the older employees were rehired as contract workers or temp staff who are paid less than full-fledged employees. On the other hand, elderly people are highly motivated to work. According to a Cabinet Office survey in 2015, 65 percent of the respondents aged 65 to 69 said they wanted to carry on working.
